Bus Lane Scam?

Is this legal?

Last month I received a PCN regarding a possible bus lane infringement. I asked to see a copy of their evidence.

I received a series of stills taken a few seconds apart that show a bike, filmed from the front so no number plate is shown, moving into a bus lane to overtake a lorry that was waiting to turn right and blocking the traffic lane.

The next still, taken 8 seconds later, is a frame of my number plate quite clearly in the proper traffic lane and not in the bus lane.

What they don’t have is a picture of my number plate on my bike in the bus lane.

Surely they need that to make this stick? This is just a scam. I’m trying to find the relevant legistlation online, but no luck so far. Any Ideas? Thanks.
